The piler UI allows you to restrict user capabilities using a grading system.

0 means no permissions. The user my login, but has no permission to do anything. 127 is the default permission, that allows the user to do any operation on his own emails.
You may combine the values, eg. 1+2=3 allows the user to view the email content and its headers, but nothing else.
1+16=17 allows the user to see the email contents, but not the full headers, and he's allowed to download his own emails.
